Movement of vehicles restricted

ITANAGAR, June 22: All the heavy vehicles are restricted to ply on NH-52 (A) from Itanagar to Naharlagun and vice versa following the damage of road caused by flash flood at Papu Nallah area. The HMVs shall ply via Jully road from 2000 hrs to 0800 hrs only till further order, according to traffic advisory issued by the Capital SP.

All LMVs plying from Naharlagun to Itanagar shall use Jully road and the LMVs plying from Itanagar to Naharlagun shall only use the NH 52 (A), till the road is repaired and renovated.

 

Salaries released, contractors paid

ITANAGAR, June 22: The Finance department, GoAP, has released salaries, wages, pension, GPF withdrawals, stipends and also salaries of SSA teachers and DRDA employees.

The Finance department has also released Rs.108 crore of PMGSY works payment on June 18 last. The Finance department has been releasing Civil Deposits and LOC based on the physical progress of the works and it has released Rs. 145.27 crores from Civil Deposit and LoC to twenty one departments during the first quarter of financial year till date, according to an official release. AAPCA complains against violating traders

ITANAGAR, Jun 22: The All Arunachal Pradesh Consumers Association (AAPCA) has sought legal action against the traders of Capital Complex who have been ignoring the prices of commodities fixed by the DC. It wrote to the DC in this regard.

It requested the DC to inspect shops located in main market as well as sectors and colonies saying that they do not comply with the prices fixed by the DC and sell commodities at exorbitant rates.

Licenses of those shops should be seized and legal action should be initiated according to the consumers law act against them, it said.

 

Awareness cum Interaction prog for SHG, JLG

ITANAGAR, Jun 22: One day awareness cum interaction programme for Self Help Group (SHG) and Joint Liability Group (JLG) members was organised by North East Multipurpose Development Society (NEMDS), Naharlagun in collaboration with NABARD at Ziro at Saturday.

Around 100 participants representing various SHGs and JLGs of Ziro-I, Ziro-II and Raga circle attended the programme.

NABARD officials, including General Manager, Deputy General Manager, Divisional Officer, Ziro and Branch Manager of Apex Bank, Old Ziro attended the programme as resource persons and imparted knowledge on role and function of SHG and JLG.

Earlier, NEMDS President Tapi Taku highlighted the aims and objectives of the programme.

Rotte GB dies

ITANAGAR, Jun 22: Tado Chisi, Gaon Burah (GB) of Rotte village under Koyu circle in East Siang district died yesterday after a prolonged illness. Tado, 83, left behind his wife, two sons, five daughters and many grand children. He was appointed as GB in 1988.

He was born in 1932 at Sichi village and later migrated to Rotte village after the 1950 great earthquake.

 

Balijan-Taraso road needs govt. attention

ITANAGAR, Jun 22: All Papum Poma Student's Union (APPSU) and Taraso Circle Youth Association (TCYA) demanded immediate repair and maintenance of the Balijan-Taraso road.

While drawing attention of the state government and their local MLA (Doimukh) towards the deplorable condition of the road, APPSU and TCYA in a joint press release stated that the road is totally damaged by rains causing total disruption in road communication.

Stagnant and over flowing rain water not only covered the road at many locations but also stripped the surface of the road off causing extensive damage to it which need immediate repair, the release said. Many culverts along the road have either developed cracks or already got damaged, they claimed, and blamed the executing RWD department and the contractors concerned for it.

The road is considered as lifeline for the people of Taraso area as food and all essential commodities are transported through this road. Disruption in road communication has caused great hardship to people as supply of food and other essential items have stopped due to road blockage, the release added.

 

Block level meet on health dept

ITANAGAR, Jun 22: The 3rd block level meeting of Health & Family Welfare Department with line departments was held at Dirang Community Health Centre Saturday.

The meeting presided over by West Kameng Deputy Commissioner AK Singh was convened to ensure proper and successful implementation of various health schemes and programmes like, RBSK, WIFS, JSY, JSSK etc at village level. All doubts with regards to these schemes/programmes were clarified to the field functionaries by various HoDs during the interaction session.

Deputy Commissioner Singh appealed to all stake holders to help the Health Department in implementing those schemes for the benefit of public. He also asked the gathering to implement others schemes of like 'Swachh Bharat Mission' and Chief Minister’s Health Scheme. He also provided incentives to ASHAS as a token of encouragement.

Rubber saplings distributed to local youths

NAHARLAGUN, Jun 22: Indo Global Social Service Society (IGSSS), a local NGO distributed hundred rubber saplings each to two local youths namely, Tana Tado and Taw Peter in Borum village here today. The NGO, under its programme ‘Entrepreneurship model for demonstration and replication of livelihood of youth as advocacy tool’, has been encouraging the local youths to take up rubber cultivation to improve their livelihood.

While exhorting the youths to take up economically viable activity like rubber cultivation, IGSSS youth coordinator Utpal Pegu and associate coordinator Dani Yakang said that adopting rubber cultivation not only helps in income generation but also enhances people’s wellbeing without depleting economic, social and  environmental values. Both the coordinators further advised the duo to work hard and become role models for others to follow.

 

Workshop on “Satriyya Nritya” ends

ITANAGAR, Jun 22: The 20 days workshop on ‘Sattriya Nritya’, ‘Khul Vadan’ and ‘Borgeet’ which was jointly organised by Sattriya Kendra, Guwahati of Sangeet Natak Academi and Kristi Kendra Music Academy, Naharlagun concluded at Naharlagun yesterday.

Addressing the valedictory function, Sahitya Academy awardee and noted author Y D Thongchi spoke about rich culture  and tradition of Arunachal Pradesh which needs to  be preserved and explored. He said such workshop provide a good platform for promotion of cultural relationship with the neighbouring state, he said.

Arunachal Pradesh Literary Society (APLS) general secretary Tokong Pertin has appealed the Sangeet Natak Academi to take initiative for exploration of different types of folk song and dance of various tribes of Arunachal Pradesh.

Awareness camp on labour benefit held

LIKABALI, Jun 22: An awareness camp on various welfare schemes under the Arunachal Pradesh Building  and Other Constructions Workers Welfare Board (APB&OCWWB) and kits distribution programme was organised at Likabali today.

Inaugurating the camp, MLA cum Parliamentary Secretary, Transport, Jomde Kena appreciated the Board’s activities saying that the Board under the chairmanship of Nyamar Karbak would will deliver justice to the construction workers of the state.  

Stressing on the need for  registration of names by the  workers to  the Board to avail the  benefit  of welfare schemes, he suggested  for more such awareness camps in remote places of the state.

Speaking on the occasion, APB&OCWWB  chairman cum MLA Nyamar Karbak said that  the  Board  has been doing its best since its inception to provide maximum benefits to its registered workers. He also mentioned few examples of benefits under various schemes such as medical assistance, tools advance, maternity assistance, housing loans, death benefits, funeral assistance, education assistance for higher studies in technical line, Old age pension for above 60 years and scholarships to children of registered workers.

procedure of registration and documents required.

PRI members rubbishes press report

ITANAGAR, Jun 22: Some Panchayati Raj Institutions (PRI) members of Diyun circle termed the press statement of another group of Panchayat and public leaders of Diyun, which was published in this daily under heading” 'Leaders, public demand immediate….” on June 17 edition, as baseless and misleading.

With regards to demand for removal of alleged illegal construction by an individual from Mizoram at Diyun Forest Range, they clarified that the matter was under the authority of the Forest Department. Further there was no question of involving the local administration (Diyun) for the removal of any illegal construction, they claimed.

Reacting to another allegation, the PRI members claimed that no work order had been allotted to an individual from Mizoram and two other government employees. Hence, the demand for enquiry into the matter does not arise, they said. With regard to shutting down of all markets during the inaugural function of a programme of Govt. Higher Secondary School, Diyun on June 9, the PRI members said that the matter was decided unanimously to observe an ‘off day’ at a meeting held on June three under the chairmanship of the EAC and attended by local public and Panchayat leaders of Diyun in order to ensure mass participation and avoid any kind of untoward incidents on that day.

 

Committee seeks enquiry into road projects

ITANAGAR, Jun 22: Expressing dissatisfaction over the two road projects under Payum circle and alleging that the roads in the circle is still in a deplorable condition, the Road Development Monitoring Committee of Payum Circle has demanded inquiry to check the anomalies. It wrote a letter to the Chief Secretary in this regard.

The two road projects are 97km BRTF road project from Bille to Miging and 70kms NLCPR road project from Pagak to Gasheng-Gate.

 

Absentee HoDs irks AKKDSU

ITANAGAR, Jun 22: Irked by the frequent absence of Head of Departments (HoDs) from Koloriang, the All Kurung Kumey District Students’ Union (AKKDSU) has demanded that no HoDs from Kurung Kumey district be granted leave on minor grounds.

It said that frequent absence of the officials from the district headquarter creates untold sufferings to the general public that come to Koloriang for official work; it demanded that they be granted leave only on urgent and medical grounds. It sought DC’s intervention into its demand.

 

Forum invites CVC/CIC to check anomaly

ITANAGAR, Jun 22: The 32-Rumgong People’s Forum appreciates has come down heavily on the leader of opposition and local MLA Tamiyo Taga saying that he inspite of bringing development in his own constituency is busy in BJP’s Jan Andolan movement.

The forum has invited the central vigilance commission (CVC)/central information commission (CIC) to the constituency alleging mismanagement of various CSS schemes- Flood Protection work of SPA at Gaki under Jomlo Mobuk Circle, road construction work of RIDF under Rumgong ADC HQs, road construction work at Kemi area of Jomo village under SPA, road construction work of Beging and Ralung villages and the public auditorium claiming that huge money was siphoned off without execution of work.

 

Dite-Dime-Jengging road cleared

YINGKIONG, Jun 22: A major landslide on GREF road, 8 kilometers away from Dite-Dime bridge point blocking the Jengging-Tuting main road for hours together on 20 June last has finally been restored. The GREF staff didn't turn up for restoration work adding to the problems of the commuters.  On seeing the hardship and request from the public Onyok Tekseng, a contractor-cum-social worker from Yingkiong Upper Siang District with the help of his JCB restored the disrupted road portion of about 15 metres on June 21 last. ITANAGAR, Jun 22: Large number of youths under the banner of Ward No.5 Youth Welfare Association today conducted a social service from RK Mission point to Polytechnic College. During the social service, the youths repaired the sector roads, cleaned the drainage system and disposed off huge quantity of garbage. Ward No.5 Councillor Taba Yall Nabam, who was present on the occasion, appreciated the youths for their dedicated service.

BJYM and Congress Seva Dal engage in war of words over loss of two young lives

ITANAGAR, Jun 22: While two families lost their young children on June 19, the day a bandh was enforced in the state, the youth wings of BJP and Congress are engaged in dirty war of words, unmindful of the suffering of the families and their need for privacy as they mourn the deaths.

The Bharatiya Janata Yuva Morcha, Arunachal Pradesh, while reacting to the Arunachal Pradesh Young Congress statement charging the Jan Andolan Committee (JAC) of being responsible for the deaths of two people  BJP has termed it “uncalled for and unethical”.

Instead of expressing shock and mourning at the tragic deaths of two young brethrens, APYC is playing immoral politics which needs condemnation from all liked minded people across the State, said a BJYM statement.

The APYC should be taking strong corrective measures for rooting out corruption, nepotism, embezzlements of public money and mismanagement of state exchequer at their whims  and desires by their own government, the statement added, added Dugh Saha, state president BJYM.  

Arunachal Pradesh Congress Seva Dal,  Chief Organiser,  has termed the Jan-Andolan movement as anti people Andolan while adding that it must own responsibility for  law and order problem that have occurred on the day of the bandh. It held the Jan Andolan movement responsible for the death of two people on the bandh day.

APCSD while condemning the activities of State BJP unit has asked for the resignation of JAC Members and State BJP President and also tender a public apology to the people of State. APCSD further called on the BJP to compensate the family members who lost their children on the day of the bandh.

 

 

DC LDV suggests shifting of flood affected people

ROING, Jun 22:In an emergency meeting of District Disaster Committee held in DC’s office chamber at Roing today to discuss flood situation at Paglam, Deputy Commissioner Lower Dibang Valley District, Shiv Kumar directed Paglam CO to prepare a detailed proposal for shifting of the flood affected villages to a safer place at the earliest.

He further asked him to verify the availability of land and to see that it does not fall under reserved forest area. The DC also asked District Food & Civil Supply Officer to stock 200 quintals of PDS Rice each at Paglam & Dambuk Circles as soon as possible. He further said Helicopter services could be sought from the govt, if situation demands. DC reiterated that the respective administrative officers has to take responsibility of availability of PDS Rice in their jurisdiction as it was already directed to them to lodge FIR against the defaulter if no PDS Rice are arriving in their administrative circle. He further reminded that it was already directed to all the outpost administrative officers to report to the District Headquarter every month regarding stock position of PDS Rice so that the PDS Rice quota of following month are not allotted to the defaulting carriage contractor/FPS.

While directing the CO Paglam to make immediate assessment of the losses/damages due to flood at Paglam for onward submission to the govt, the DC further said that affected families, whose house have been inundated/damaged in the flood, shall be given an immediate relief of Rs 1400 as per the govt norms.  He further asked the CO Paglam to immediately submit the requirement which can be provided from the district administration.  

DC also asked the DDMO Roing to immediately prepare District Disaster Management Plan for the district and for every administrative circle and to circulate the copies to all the administrative officers in the outpost.

Earlier, Tatling Pertin, CO Paglam informed that unlike the previous years, the river water is not receding this time in Paglam even after the improvement of weather condition. He said that the Dotung River is diverting its course towards inhabited areas of Paglam. He cited shifting of the entire villagers as the only solution to deal with the situation. He further informed that out of 30 quintals of monsoon stock of PDS Rice, 23 quintals were already distributed to the flood affected villagers. He requested for 100 quintals additional stock of PDS Rice and 50 tarpaulins for tents. Besides inundation of dwelling houses, agricultural crops, cattle and roads were badly affected in the flood. He also informed that the classes of Class 9 and 10 of Govt Secondary School, Paglam have been temporarily shifted to Community Hall at Banggo Village which is about 3 km from Paglam.

Eving Yirang, CO Dambuk informed that a construction of temporary wooden bridge over Sisar River at 14 km point along Dambuk-Paglam road is badly needed to restore surface communication from Dambuk to Paglam. He also informed that electric poles, bamboo shrubs and trees near Dambuk Helipad has been cleared and the structure near the Helipad which was causing the pilot to refuse to land in Dambuk Helipad will be dismantled within three days time. AACS, JAC temporarily suspends movement

ITANAGAR, Jun 22: Taking a U-turn, Arunachal Anti-Corruption Sena(AACS) has today temporarily suspended its movement against the state government over alleged   mismanagement of  Rs 6911.55 crore and its demand to the state government for constitution of Lokayukta in Arunachal Pradesh.

 AACS was one of organisations which had been spreading the campaign alongside BJP state unit against the state government over financial mismanagement. The anti-corruption Sena had stirred a series of agitations demanding CM’s resignation, institution of CBI to investigate the financial mismanagement and declaration of financial emergency and President Rule in Arunachal Pradesh. Addressing a press conference today AACS President Serpi Flago informed that the decision to back off from the movement was taken considering some vested political parties had hijacked their issue. Without naming the State Unit BJP for hijacking the issue, the AACS president claimed that some political parties have hijacked their issue, to gain political mileage.

Anti Corruption Sena’s AGS Kurung Dolo stated that the state government had responded to them by giving white paper on financial position of the state on which they expressed partial satisfaction. He further divulged that furnishing of white paper on financial position by the government is also one reason which prompted them to back off from the movement. However, Anti Corruption Sena asserted that it will continue to work on ground to ascertain whether government claim on financial position is true or not.

The Anti Corruption Sena also neither denied to be linked with any political leaders nor being backed by any parties. “Neither are we with Congress nor with BJP, AACS is a non-political organisation. We are backing off on the grounds that the issue is being politically diluted.

Meanwhile, the Joint Action Committee (JAC), a conglomeration of various organisations, today  decided to suspend its agitation for a period of three months. The JAC has been fighting against alleged financial misappropriation of public fund by the state government.

Addressing the mediapersons at APC here, JAC member secretary Patey Tayum said, “Since the state government during our recent meeting had assured us to bring back financial normalcy in the state and present the budget allocation during next assembly session to be started from July 7th next, we will wait for three months and observe the financial condition of the state,” adding that they will take its own course of action further if their demands are not met within given time.

Citing an example where a political party had lodged complaint with the Centre against the state government  for allegedly not submitting UCs under various projects, he appealed the organisations and political parties not to raise any issue which may hamper in getting fund from Centre.

JAC chairman Takam Padu, who is also president of All Arunachal Contractor Welfare Association said that the state government has almost solved their earlier demands by relaxing 1 per cent EMD for tribal contractors, lowering down of enlistment fees in APPWD, releasing pending bill at the tune of Rs 108 crore for PMGSY contractor, maintaining single bid system in any category of tender  besides abolition of 2 percent income tax deduction from tribal contractors.

He further said that the state government has constituted a committee under the chairmanship of PWD Minister Gojen Gadi to look into their demands and assured to allocate Rs 3 crore in favour of small and petty contractors under UD department. During their meeting, he said, they had proposed the state government for creation of revenue department to check rampant revenue pilferage in the state and creation of anti-corruption cell to deal with corruption and corrupt persons in various levels.

The JAC chairman further informed that the state government has also given assurance to look into the matter of Arunachal Pradesh Unlawful Activities (Prevention) Act 2014 and the policy for implementation of Lokayukta Act 2014 is under process.

 

 

International Day of Yoga observed with enthusiasm

ITANAGAR, Jun 22: International Day of Yoga has been observed in different parts of the state with people of all walks of life taking part in yoga practice organised to mark the day with great enthusiasm and spirit.

At Daporijo, more than 360 enthusiasts practiced yoga in a free yoga camp organized by the Department of Health & Family Welfare in collaboration with Art of Living, Daporijo branch.

Members of Art of Living and Brahmakumaris demonstrated various yoga postures to the participants.

At Aalo, the medical department organised a five days yoga camp in collaboration with Art of Living from June 17 at Gumin Kiin  to mark the World Yoga Day.

West Siang ADC Tamik Talom exhorted all the participants to continue their practice at home and also encourage fellow citizens to perform yoga for their own benefit. He hoped practicing yoga can help the people, especially drugs addicts to give up the bad practice.

The District Medical Officer, Dr. Marbom Basar also highlighted the benefits of yoga and suggested all to adopt yoga as part of life.

A Yoga Saptaha (week) will also be organised with the technical support of S-Vyasa Yoga University from June 22 to 28 here in support of nationwide stop diabetic movement.

The International Day of Yoga was also observed at Abotani Vidya Niketan Secondary School, Pachin Colony, Naharlagun yesterday wherein students, teaching staff and parents took part in Yoga Asanas on breathing technique, coordinated movements of body and ‘Surya Namaskar etc.

The State BJP President, Tai Tagak, State Secretary Tadar Kama and State Organizing Secretary Vidya Bharti Akhil Bharatiya Shiksha Sansthan also participated in the Yoga camp.

At Bomdila, Yoga expert from Patanjali Yogpeeth, Tezpur demonstrated ‘Yoga Asanas’ (postures) at Buddha Stadium.

West Kameng Deputy Commissioner AK Singh, ADC and others also took part in the yoga practice along with the public, NCC cadets from various schools, officers, jawans of 29 Madras Regiment/Ball of Fire Division.

The entire programme was organised by District Administration and 73-Assam–(I) Coy, Girls NCC, Tezpur.

They performed different Asanas of Yoga as demonstrated by the expert.

 

 

Yoga camp organised to mark Yoga day

ITANAGAR, Jun 22: Directorate of Field Publicity (DFP), Govt. of India, Itanagar in collaboration with the Art of Living, Arunachal Pradesh has organised a two days Yoga cum Special Awareness Programmes to mark the “International Yoga Day” at Jullang village and Itanagar respectively on June 20 and 21 respectively.

Speaking as a resource person on the first day of the programme, Laishram Dixon, a faculty member of Art of Living said that Yoga means to connect the mind with heart and emotion for betterment of health and sprit. While offering some tips of Yoga to the gathering, he said that Yoga not only improves health but also helps in concentrating mind and potency for betterment of your personal as well as social life.

On the “International Day of Yoga” the resource person Md Rajaque Rahman, in-charge, Art of Living, Itanagar, said that Yoga is like a medicine and advised to the participants to spend a little of their time for Yoga to maintain healthy and peaceful life.

More than 200 people from all walks of life including children took part in the Yoga cum awareness programmes.

 

 

Water purifier distributed to 88 farmers

ITANAGAR, Jun 22: Anjaw Deputy Commissioner Nyabin Ete has distributed water purifiers to 88 farmers of Hawai area under Community Horticulture Farming for Livelihood Generation project in a simple function at Hawai today. The project is being implemented by the National Youth Project (NYP) with support of NABARD under Tribal Development Fund (TDF).

Speaking on the occasion the DC appreciated the initiative taken by the NYP and NABARD to ensure safe drinking water for more than thousand families of the remote district. While encouraging the farmers to take up horticulture in large scale, the DC also highlighted the role of NABARD for the development of the state. He further called upon the beneficiaries to cooperate with the NYP in their development activities.

Project Coordinator Chanda Arya, NYP Cluster Coordinators and committee members of village, cluster level and district level committees were present on the occasion.

Altogether 1016 water purifiers are being distributed in two phases in 125 villages under eight circles of Anjaw district. In the coming days, another 928 purifiers will be distributed in the villages of Kibitoo, Walong, Hawai, Manchal, Goiliang, Chaglagam, Metengliang and Hayuliang circle.

 

 

Army launches plantation drive in Bomdila

ITANAGAR, Jun 22: The ‘Ball of Fire’ division of Indian Army led by Major General G Jaishankar, General Officer Commanding, organised a mass plantation drive at Bomdila today.

A large number of saplings were planted by the jawans and local public and students in and around Bomdial town.

Indian Army is making effort to reduce the risk of soil erosion and flash flood involving loss of human lives through plantation besides making the public environment conscious.

The event was organised by 28 Madras Regiment on behalf of 351 Infantry Brigade.

Union draws CS’s attention towards poor road condition

ITANAGAR, Jun 22: In a representation to the state Chief Secretary today, the Itanagar City Development Welfare Association (ICDWA) has drawn his attention towards the current deteriorating condition of Capital Complex roads caused due to heavy rainfall and further demanded handing over of the construction work of Banderdewa to Chimpu road to either BRO or GREF.

While claiming that the Chief Secretary has not taken any initiative to address the issue despite the Association submitting a memorandum earlier last year, demanding early renovation and maintenance of roads to be taken up by the BRO and GREF, the ICDWA further informed that the roads near Max-Mart shopping complex in Naharlagun and Bank Tinali in Itanagar are the worst affected and need maintenance at the earliest.

‘The department of highways has wasted crores of funds from the state exchequer in vain in the name of maintenance work. The roads were renovated only a few months back during the visit of the President of India by the department of highway but their condition has worsened in the recent rainfall and they now look like fishponds’, the Association stated and further sought clarification from the concerned department, nodal officers, engineers and contractors for carrying out sub- standard work.       

The ICDWA further appealed the concerned authorities to give strict orders to the highway department to ensure the highest standards while carrying out renovation work and to judiciously use the funds earmarked by the state government.

ITANAGAR, Jun 22: The Tagur Ao Welfare Society (TAWS), Mechukha Sub-Division in West Siang district has sought the intervention of the state Governor for early disbursement of land compensation for 15 km Tato-Taliha road project.

In a representation to the Governor, the TAWS said that the Tagur villagers have been denied land compensation for road project due to carelessness of bureaucrats for almost one decade.

Giving details of the road projects, the TAWS said that on June 21, 2006, West Siang Deputy Commissioner had issued a No Objection Certificate for construction of two road projects, namely, Bile-Migging (0-15 Km) and Tato-Taliha (0-15 Km). The Society claimed that no consultation was made with  the villagers of Tagur for the Tato to Taliha road although the land belongs to the people of Tagur village and the NoC was issued erroneously.

“In fact, the starting point of the Tato-Taliha road is more than 70km away from the starting point of Bile-Migging road. The aforesaid two road projects are located in completely different administrative circles. While the Tato-Taliha road project falls under Tato Circle of Mechukha Sub-Division, the Bile-Migging road project is in different circle and Sub- Division,”  the  Society said.

According to TAWS the matter has already been informed to the Union Ministry of Road Transport and Highways. While communication continues between Itanagar and New Delhi on this  matter,  the Society  is incurring huge expenditure in pursing the matter  with  the authorities.

The TAWS further claimed that while the authorities continue to deprive the 77 landowners of their rights, compensation has already been awarded to affected families living beyond the 15km mark of the Tato-Taliha road.

 

 

Religious messages powerful than armed forces: Rijiju

Kolkata, Jun 22:  Invoking the teachings of Lord Buddha, Union Minister Kiren Rijiju today said the influence of religion is more powerful on humans than the use of armed forces.

"Dharm Shastra is more powerful than our police force, security and army. The teachings of religion, the knowledge, is the most powerful. If it reaches everywhere then we won't have to use power to stop violence," Rijiju said at 150th birth anniversary celebrations of Buddhist leader Kripasaran Mahasthavir at Bengal Buddhist Association here.

The Union Minister of State for Home Affairs said if everybody understood the teachings of Lord Buddha there will be peace on this planet.

"Why we need weapons, why we need forces," Rijiju said adding that in this world of conflicts we have to understand the teachings of Buddhism very closely.

In the Home ministry, Rijiju said, he gets reports from various intelligence agencies about conflicts and violence.

He further reminded that the Dalai Lama has asked people to look at religion not only from a religious point of view but also from a scientific perspective.

"The message of religion has science (which) applies to all, not just to monks," the minister said. PTI

Find an alternative

In October 2014 while reopening Karsingsa-Banderdewa road which had remained closed for 55 days, PWD Minister Gojen Gadi assured that newly renovated road will have a longer life. However to the utter horror of capital denizens, large portion of recently renovated road was washed away on June 7 following days of incessant rain. The incident raises serious question mark over the quality of work.

A road which was renovated only 8 months ago that too after 55 days of remaining closed  caves in due to few days of heavy rainfall. Who is to be blamed for such mess? No doubt site engineers along with the contractors will have to take majority of blame. Every year crores of money is spent to renovate the Karsingsa sinking zone. But situation does not improve. It is time government find an alternative way to solve this problem. As local engineers have totally failed, the state government should use service of experts from outside state. They can also avail service of research institutes like NERIST, NIT, etc in this regard.

We are not cattle to be fenced

Dear Editor,

This is in continuation to the Reader’s Forum published on June 13 under the heading “When shall the work be completed” by one of the affected citizens.

We would like to ask the reason for the impassive response by the concern authority and the district administration from redressing the problems of the public arising from the delayed CC pavement construction at Pasighat town and Mirmir Tiniali.

Why are the authorities devaluing our request? What deters the authorities from taking positive action to safeguard the public? We are petty businessmen and we dont have the clout to flex our muscles but we also want to cherish the freedom of democracy like everybody else does. We also want secured economic freedom. If this situation continues for months together we would be engulfed and devoured by the financial liabilities. Everybody welcomes development barring holding off the work under the whimsical pace of the firm or the contractors. We are not cattle to be fenced with the barbed wire and not suppose to bear the brunt of the contractors’ berating and eyeballing. Even it has been heard of lodging FIR against the compulsive commuter. This is completely disgusting in the civilized society.

We are law abiding citizens and we don’t want any mess or enmity from any person. But this soft pedalling attitude of the authorities is completely undermining the pains of the common public like us. So we highly beseech the authority to come out with a time bound completion date so that sufferers like us can assuage ourselves. And make sure to open all the access points and make the road free of barbed wire lining because we are not wayward citizens but responsible ones.

The relevance of bandh calls, political parties and Unions

Dear Editor,

Perhaps this is the first time that any political party has given bandh call in our state on certain issue. I am strongly against bandh call, but if I have to make choice between bandh call by a political party or by union/association, I would definitely go for bandh call by the political party. Because ultimately, political party is accountable to people and they depend on the people’s support for their existence. If people feels the bandh call of any political party has given suffering to public, people will not vote for them whereas unions/associations are not responsible to citizen. In selection or election of their office bearer, common public has no hand. That’s why they are not sensible to public’s pain during bandh call. Unions especially community based call for bandh on the issue which pertains to the welfare of their own community.  But other community also have to suffer!

It has been often seen that these unions are more active against the minister or government officer who do not belong to their community. Consequently, there may be serious communal clash in near future.

When any officer is transferred or demoted, that officer’s community jump in and put pressure on the government. Even in minor road accident case, community based organizations are very active if either victim or accused is from their community.

Not only this, in quarrels between two neighbours, these community based unions interfere to support their own community.

I do not understand why these unions meddle in the individual matter. Our state has 24 major tribes and numbers of sub-tribe, if all these 24 tribes union comes to support their minister/ government officer even if they are wrong, only because theses minister/officer belong to same community, and then there will be no peace and communal harmony at all. Further these corrupt officials and politicians will be emboldened to do more misdeeds for they know that their community’s union are there to support them.  

I am also happy that finally opposition party in our state is taking up their responsibility. Often union leaders say that in the absence of opposition party in the state, they are doing the job of opposition. So if opposition party become active, the menace of bandh call of various union/association will be reduced and they will be pushed to their area of activity.

Many unions opposed the band call of BJP, which is very strange as they are pioneer of band call. It seems that these unions think that only they have the copy right at giving bandh call in the state. Only their band call is legal and rest are not.

Last I appeal to BJP/opposition party to keep taking up public issue and keep performing well, but please try to avoid band call. Because of bandh calls unions/associations have lost people’s respect.

Exorbitant school fees

Dear Editor,

School Admission fees of Nila KG Government School located at C-Sector Itanagar for Nursery/KG-I/KG-II/ is Rs. 300/- per year and additional tuition fees is Rs. 1800/- per year, thus totalling to Rs. 2100/- per year for student. To some extent, admission fees seems to be legitimate but high fees in the name of tuition is not justified. Being a state government run school, why are they charging tuition fees in addition to admission fees? They are being paid for teaching by State Government so why are they behaving like private school? What is the difference between a Govt. School and private school? Also, is there accountability of funds collected in the name of tuition fees?

The Right of Children to Free and Compulsory Education (RTE) Act, 2009, popularly known as RTE Act came into effect on 1 April 2010 and some important features of RTE Act are:

Right of children to free and compulsory education till completion of elementary education in a neighbourhood school.

It clarifies that ‘compulsory education’ means obligation of the appropriate government to provide free elementary education and ensure compulsory admission, attendance and completion of elementary education to every child in the six to fourteen age group. ‘Free’ means that no child shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education.

It makes provisions for a non-admitted child to be admitted to an age appropriate class.

It specifies the duties and responsibilities of appropriate Governments, local authority and parents in providing free and compulsory education, and sharing of financial and other responsibilities between the Central and State Governments.

Competent authority of Education Department is requested to clarify whether approval for collection of tuition fees in Government run School has been given or school took the decision without the knowledge of competent authority.
